Liao was born in Taiwan and moved to Japan in 1959 after graduating in graphic design from the National Taiwan Normal University. It was here that he first discovered printmaking. In 1965 he began to study oil painting in Paris and worked in New York from 1969 to 1973. He later taught in Taipei, Tokyo and the USA. In 2010 he was awarded the National Cultural Award by Taiwan's Council for Cultural Affairs for his graphic work, characterised by the inspired combinations of Eastern and Western themes and techniques.
