Born in Amsterdam, Louis Meyer moved to Paris at the age of 18 to study for three years, following his initial training at the academy in Amsterdam. First active as a landscape painter, he began to specialise in marine painting after a renewed stay in Paris and a trip to the Mediterranean. Residing in The Hague from 1847, Meyer established himself as the most important marine painter of the Dutch Romantic period. The Parisian magazine L'Artiste reported on him at the time: "Louis Meyer is recognised as one of the best marine painters living at the time. He is a naturalised Dutchman who is French by talent; he also has the severe realism of Backhuysen and the vivid imagination of Vernet:" (L'Artiste, 1845, p. 35).


The works of Meijer, who was awarded many medals and orders during his lifetime, found their way into the collections of many European royal houses, such as the French King Louis Philippe, the King of Württemberg or the Russian Tsar Nicholas.
