Tsingtau (Qingdao) was the capital of the Kiautschou region on the Chinese east coast, which was leased from the Empire of China to the German Empire in 1898 and was intended to serve as a naval base and trading port. In the same year, Prince Heinrich of Prussia, a brother of Kaiser Wilhelm II, commissioned Wuttke to create a large-format view of the Bay of Kiautschou.
The numbers on the back of this and the previous painting suggest that these two works were parts of a cycle, probably of views of China.
